We recently learned that Texas State University came to an agreement with X-Bow, a company working on improving rocket motor technology and manufacturing. The problem is that the University has agreed to allow this process to occur at the Freeman Ranch, which is very sensitive land over the Edwards Aquifer Recharge Zone. At the request of Guajolote Ranch owners, Richard H. “Rick” LePere, Sidney E. “Gene” Edwards Jr. and Marcie Edwards, the City is scheduled to discuss an application for a Municipal Utility District (MUD) at their B Session meeting on Wednesday, December 17th. City Council will be voting to approve this request sometime in January, 2026.
The establishment of a MUD will allow Lennar to secure approximately $150 million in bond funding to finance total costs of infrastructure within the Guajolote Ranch development – which will be repaid by those who purchase homes at Guajolote Ranch. It is highly likely that Lennar will abandon this project if they are not allowed to pass on the costs of infrastructure, including the waste water treatment plant. If this MUD is not approved by the City, the applicant has the option of removing Guajolote Ranch from San Antonio’s ETJ and going to the Texas Commission for Environmental Quality (TCEQ) to
