But for years, previous attempts have been defeated by powerful homebuilders. GEAA’s Technical Director Mike Clifford stated that opposition from community groups has already pushed many developers to seek land application permits. “The problem now is we just have too many of these,” he said. “They’re popping up everywhere.” The TCEQ has issued 413 active permits for land application of treated wastewater, according to online records, and 2,374 active permits for discharge.

Attorneys for these three organizations have asked for hearings. GEAA is joined by Fitzhugh Neighbors, a group of residents near the proposed venue, and by Save Our Springs Alliance, an Austin-based conservation organization. All three groups have individual members who meet the criteria for a hearing, including property owners within 1 mile of the proposed venue.
