But for years, previous attempts have been defeated by powerful homebuilders. GEAA’s Technical Director Mike Clifford stated that opposition from community groups has already pushed many developers to seek land application permits. “The problem now is we just have too many of these,” he said. “They’re popping up everywhere.” The TCEQ has issued 413 active permits for land application of treated wastewater, according to online records, and 2,374 active permits for discharge.
